This is a really good question so I'm bcc'ing the rest of the U8 coaches on this email.
The answer is that you rate your players based on how they played this year, relative to all of the players in U8 this year.
See OP17 (I have a link below) for discerning between the ratings (e.g. A's are in the top %10-%20).

It's that time of year where you are responsible for sending me your Ratings for your U8 team.
As documented in the Ratings section in the PTSA U8 coaches Guide:
Each coach is responsible for rating their players at the end of the season (i.e. after the spring session). The rating of players: A, B, C or D is based upon the coach's judgment. Use A high and D low. There is also a "special needs" rating of E for children with specific issues. See item OP17 in the online PTSA operating procedures for more detailed information on how to properly rate your players.
